This document should be shared with anyone who makes decisions regarding outdoor lighting in your community or campus.  This includes roles such as: planning board, town planner, building inspector, sustainability/conservation commission, highway department, major developers/contractors and so on.  This document is not intended to be a regulation on its own, though the text could be used as a framework for binding regulations such as bylaws/ordinances, design guidelines/standards or a master plan.
